Description: To amend the Solid Waste Disposal Act and the Toxic Substances Control Act to require the Administrator of the Environmental Protection Agency, in determining whether to issue a permit for a hazardous waste facility or to issue an approval for the incineration of polychlorinated biphenyls, to consider an applicant's record in owning or operating other hazardous waste facilities or incineration facilities.
